You are trying to connect to a MGM server running on your machine.
I gather that the MGM server is running on a different machine.
So run a command like this:
ndb_mgm --ndb-connectstring=hostname

The hostname should be found in the file you mentioned:
/opt/mcm/mcm_data/clusters/myRCcluster/51/cfg/config.ini
