mysqldump and xtrabackup can both do the job you required.
mysqldump can generate sql scripts of creating tables and inserting data but it's slower in the case of moving and restoring big database to another machine.
xtrabackup can be used to create physical backup files exactly as what you can find in mysql data directory. For the convenience of transferring file, you can also backup mysql data files in tarball with the help of xtrabackup.
If you choose xtrabackup, you need to use the correct version.
