Privileges question

Hi to all, here I go with my question:

Can an user sets permissions over 'his tables'? (tables which this user has privileges). It means, you are supposed that user 'userA' has privileges (SELECT, INSERT, UPDATE, DELETE...) over the table 'tbl_userA, isn't he?. well, can this user 'userA' to grants privileges (SELECT, UPDATE...) over this table to another one (i.e 'userB')?. If he can't, which privileges must have 'userA' to do this? or he can't anyway?
