Sorry, but we have no host blacklist. Only whitelist. And it does take the form of an IP mask (e.g. 192.168.%) or a host name mask (%.gizmo.com).
You'll need to organize your user accounts properly.

Or reconsider your requirements (I can not think of any reason to allow network logins, but not localhost logins).
