Was UTF-8 affected by recently fixed SQL injection?

The discussion related to the SQL injection vuln. fixed in latest releases state: "it is possible to bypass it in some multibyte character sets (e.g., SJIS, BIG5 and GBK)"

Please, forgive my ignorance, was UTF-8 also effected by that? ...or which charsets were exactly affected?
