Remote user to database

Server: Localhost via UNIX socket
Server version: 5.1.56-log
Apache/2.2.21 (Unix) DAV/2 PHP/5.3.8
MySQL client version: mysqlnd 5.0.8-dev - 20102224 - $Revision: 310735 $
phpMyAdmin 3.4.7 have not yet upgraded

Been having a time with this for the past several weeks and decided to see if anyone here might know how to get this working.

I add a user to MySQL, I create a database in their name or multiple database and allow them access to only their databases from anywhere. I have a program that runs on their system and the information they select is stored in MySQL.

I've tried a lot of the suggested setups I read about
Database-specific privileges only to their database
Select all boxes when in privileges of their database
Select any host.

When I bring up their database and select privileges I see that it is
username % database-specific ALL PRIVILEGES Yes

But still can't connect even on the same network.

Thanks for any help in this.
