mysql root password reset after logout

I'm having a strange problem on a new installation of mySQL. I installed mysql 5.1 on a windows 7 machine running IIS. Well right after I set the password I forgot it. So I manually reset it using some instructions I found online. But the strange thing is that as soon as I logout of the server the password resets or is just no good anymore. I can not connect to the database in any form unless I reset the password again and STAY logged into the machine.

I can't seem to find anywhere online where someone has had this particular problem.

Anyone know what might be causing this?
