I also experienced an error (ODBC cannot connect to <path to .DSN>) when using the Windows 5.1.9 - 64 bit driver on Win 7-64. I verified that the OS is indeed 64 bit. I ended up uninstalling mysql-connector-odbc-5.1.9-winx64 and installed mysql-connector-odbc-5.1.9-win32. No errors were generated during the install. The ODBC error also went away!
