The ODBC data sources can be configured for system or user.
If you are using the system DSN it might be that iODBC Driver Manager is only using the user odbc.ini and odbcinst.ini files.

Also, if the .ini files are in non-standard locations the paths can be specified using ODBCINI and ODBCINSTINI environment variables.
