If you own all the web applications running, then yes, you can enable
profileSQL or configure
query interceptors in Connector/J to do that in each one of them.
If you don't own the web applications but own the MySQL servers they connect to, then you can enable the
general query log in each one of them.
If you don't own the web applications neither the MySQL servers, then no. If you could do it, then this would be a major security flaw.
