FYI about AWS (https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/MySQL.Concepts.FeatureSupport.html):

Amazon RDS doesn't currently support the following MySQL features:

Authentication Plugin
Error Logging to the System Log
Group Replication Plugin
InnoDB Tablespace Encryption
Password Strength Plugin
Persisted system variables
Rewriter Query Rewrite Plugin
Semisynchronous replication
Transportable tablespace
==> X Plugin <==

(I thought Oracle is a big player and does have some negotiation power and wants to propagate the X Dev API.)
