Connecting to hosted Mysql Database

Hi everyone,
I have a Delphi desktop application developed by myself, as well as online shopping cart built using PHP and mysql database developed for me by someone else. What I would like to do from my desktop application is to connect to the server where Mysql database lives and check for any new orders so I can read them into my desktop app. As I am a windows desktop developer I never had to do such thing before therefore I don’t know where to start. I searched the internet but I could not find what I want, some people mention that I need static IP address is that correct? Any help will be appreciated.
