I hope nobody offers to write your code for your school project.
You need to read an introduction to relational databases, eg
https://www.artfulsoftware.com/mysqlbook/sampler/mysqled1ch01.html, then you need to download & install MySQL and PHP, then work through the tutorial chapters of the MySQL manual, then read the manual chapter on authentication, then work through some PHP/MySQL tutorials on defining and authenticating users.
