1) just: IF(expr, trueValue, FalseValue). see http://dev.mysql.com/doc/refman/5.0/en/control-flow-functions.html

2) use mysql 5, and wrap it into a procedure:

delimiter //

create procedure myQuery(
p_parameter somedatatype
)
select *
from myTable
where somecolumn = p_parameter;
//
