der Apache hat irgendwo auch ein charset, dass man einstellen kann, da musst Du mal in die konfiguration schauen.
Sind Deine Umlaute denn überhaupt richtig in der Datenbank?
Hast Du mal mit der CLI geschaut, was herauskommt.
Ansonsten dump doch einmal die Datenbank und schau mit einem Editor nach, ob die Umlaute überhaupt lesbar sind. Ggf. hier editor encoding anpassen und dann den dump anpassen auf das richtige charset bevor Du alles erneut einspielst (natuerlich nur, wenn Du etwas aendern musst).
