Restore problem

I've done a Mysql backup by MysqlAdministrator and the restore in another machine is ok but the problem is all the users, include admin and guest, can't do a login. It's such as the are with wrong passwords. I've checked using MySqlBrowser and the db is fine, all users and passwords are there.
What's going on? I've never faced this problem before! I've been doing many restoring with the same db since 2006.
My Server is Windows 2003 and the application is Moodle.
