Do not use VARCHAR _anywhere_ for DATEs or DATETIMEs. That include SP parameters, expressions, columns, etc.

(Yes, there are exceptions.)

SHOW CREATE PROCEDURE PopulateClassWeek;
If that fails to show the charset and collation for the SP, then rummage in information_schema to find it.

SHOW CREATE TABLE for the table involved.
