If sprocs could read & write OS vars, it's be a huge security hole, so no.

An sproc will mostly get in your way, and with MySQL "copying data files" is fraught with difficulties. Please review https://dev.mysql.com/doc/refman/8.0/en/backup-methods.html for an outline of the pros & cons of various backup methods.
