Regarding the set foreign keys=on error, I didn't issue any command related to that because I have no idea what that means.

I have everything running locally on Linux in an Oracle Virtualbox, where I installed Bitnami lampstack 7.3.11.0 which has the following.

(Don't worry about not using SSL it's local on my computer, it's all just a test instance so I can write some computer code.)

Database server

Server: Localhost via UNIX socket
Server type: MySQL
Server connection: SSL is not being used Documentation
Server version: 8.0.18 - MySQL Community Server - GPL
Protocol version: 10
Server charset: UTF-8 Unicode (utf8mb4)

Web server

Apache
Database client version: libmysql - mysqlnd 5.0.12-dev
PHP extension: mysqliDocumentation curlDocumentation mbstringDocumentation
PHP version: 7.3.11

phpMyAdmin

Version information: 4.9.1, latest stable version: 4.9.5
