can we have general triggers to operate independed of tables ?

Hi
Thank you for reading my post
can we have a trigger that fire when we insert / update rows on any table in database ?

for example i create a after insert trigger and it fire when i insert row to any tables like users , posts,....

if it is doable , how we can find the table that cause the trigger to fire ?
