Same error when I try to connect to a remote server
So, enable (remote) access to MySQL database server

Short:
in the my.cnf:
Make sure line skip-networking is commented (or remove line) and add following line
bind-address=YOUR-SERVER-IP
restart mysql
Grant access database
mysql> GRANT ALL PRIVILEGES ON
*.* TO user@ip_remote_not_server IDENTIFIED BY 'password' WITH GRANT OPTION;
