John,
I talked with a coworker who thinks this might be a virus or trojan spawned attack on your system. Search all local drives for any files named ping.* Be suspicious of anything that is not in the C:\WINDOWS\System32 folder or is not named ping.exe. Actually, a search of my Windows XP SP2 system right now found the following files:
\WINDOWS\Prefetch\PING.EXE.30F9CA9D.pf
\WINDOWS\System32\ping.exe
\WINDOWS\ServicePackFiles\i386\ping.exe
Rename anything named ping.com, ping.bat, or ping.pif and any ping.* that is not in System32 (with the possible exception of the two files above).
Let's see what that turns up.
