You cannot pro grammatically say whether these are one or two persons:
John 18 1992
John 18 1992
You could make the assumption (very likely) that they are the same person. But you should consider a manual way of deciding that they are diff. My choice of INDEX, not UNIQUE assumed this predicament.
As for initials versus full names, again the program can do only so much.
For 30 names, or even for 3000 names, there are no real performance problems.
