I'll give more information. My PHP code:

$mysqli_connection = new MySQLi('localhost', 'UNAME', 'PASSWORD', 'DB');
if ($mysqli_connection->connect_error) {
echo "Not connected, error: " . $mysqli_connection->connect_error;
}
else {
echo "Connected.";
}

and the message I get after reboot:
