Can't LOAD DATA INFILE please help

My database is on a remote server.
I commynicate with MySQL via PHP.
Following queries fail:
LOAD DATA LOCAL INFILE -- MySQL says: command not allowed on this version
LOAD DATA INFILE -- MySQL says: access denied for user xxxxx
