The Unicode Collation Algorithm gives 'u' and 'ú' the same primary weight, as you can see here:
http://www.unicode.org/Public/UCA/latest/allkeys.txt. This is normal, and it's why people who use Google to search for 'verguenza' get hits for 'vergúenza'. We have no current plans to change this behaviour.
