MySQL does not have a separate Devanagari collation.
The main reason is that nobody has asked for it so far.
I cannot tell now if there will be any technical diffuculties
to implement it.

Can you please check: does utf8_unicode_ci provide
incorrect ORDER BY for Devangari ?

We'll also appreciate if you can give us some links
to recources explaining Devangari sorting rules.
