how can i insert hebrew data in mysql database

please explain how can i insert hebrew data in mysql database
i am using mysql 4.1.X and php 4.1

in html meta tag i am using this
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
but in database value stored as
&#1513;&#1495;&#1513;&#1496;1&#1500;&#1493;&#1510;&#1513;&#1512;1
Please help!!!
