Yes, you're on the right direction.
In addition to the Vietnamese example, please
take a look into this presentation:

You can define special rules for these Croatian letters: č ć đ lj nj š ž

There is a problem with dž though. At the moment, MySQL supports only
contractions of Basic Latin letters, like lj and nj.
Contractions consisting of a pair "Basic Latin letter + Accented Latin letter",
like dž, do not work. Adding dž will still need changes in the sources.
