character umlaut

Hi,

I am having difficulty with my character settings,
at the moment I am trying to capture the ë (umlaut),
what happens is that the ë is captured as ë in the database,

however on the html page i can get it to interpret the ë as ë,
however this is not a fix, I want it to display the ë in the database.

I have tried various collations, utf8 as well,
character settings for table, etc, but can't seem to get it
to display ë in the database.

This might not be a mysql problem, but the reason I need it
to display the ë is because I am merging to a PDF document,
which will display the ë but will not interpret the ë as an ë.

any advice?
