What are the bytes (not characters) in the csv file? Is that e represented as one byte or two? That is, is it encoded in latin1 or utf8?

In the database, please do
SELECT x, HEX(x), LENGTH(x), CHAR_LENGTH(x) FROM ... WHERE ...
This will help diagnose what got stored.

Look up
SET NAMES utf8
