How to correct corrupted UTF-8 characters

In converting an MS Access database to MySQL UTF-8 a consistent error was made in translating high ASCII characters. For example the symbol '½', ASCII 0xbd, was translated to 0xefbfbd rather than 0xc2bd. There are thousands of these corrupted characters in the database. Can anyone suggest an easy way to correct them all?
