Where does "?" appear? If you are using mysql in CMD in Windows, that is the best you are going to get. If you are trying to type
INSERT INTO tj VALUES ('搶'),('搶');
into mysql in CMD, that may be impossible.

and perform the HEX() diagnostic to see if the characters are correctly stored in the table.
