Problem about chinese set

I am using MySQL server version 1.4.14. I set the character set in utf8 and I input some chinese character in the command line interface. It displays some strange symbols. Then I set the character set to big5. It can display the chinese characters correctly. However, some of the characters still become ???? How to fix up this problem?
Secondly, I use the CGI to display the data in the Internet Explorer. But the browser displays ???? instead of the chinese characters even if I set my browser to Big5 or UTF-8. What is the problem?
