I don't know much about Traditional vs Simplified. The characters that are failing for you seem to be in the "PRIVATE_USE_AREA":

Perhaps MySQL does not implement them?
You could try utf8mb4 instead of utf8. A large number of 4-byte utf8 codes are included in utf8mb4; I don't know if that character set also added some more 3-byte codes, such as the ones that are failing for you.
If that fails, post a bug at bugs.mysql.com and put the bug number in this thread.
