The default collations do not distinguish between those characters. This means that character comparisons treat them as the same.

If you are using utf8, the default collation is utf8_general_ci. Have a look at the following pages for information about the effects of different collations.

In particular, the latter page says this:
"The xxx_croatian_ci collations are tailored for these Croatian letters: Č, Ć, Dž, Đ, Lj, Nj, Š, Ž."
