pound as backwards question mark

The pound sign read from the database is appearing as a backwards question mark when appearing on the web page

The page has

<meta http-equiv="Content-type" content="text/html;charset=UTF-8">


The field in the database was the default latin_swedish
I have changed it to utf8_general_mysql500_ci but I still get the backwards question mark. What can I do about it? Will any new entries be correct? I am using PHP. Thanks
