You might consider moving your rcs_probe and java processes off to another server if possible - might help keeping database load to just the database processes itself.

I would think that under heavy insert load, partitioning could have an effect on CPU (due to the calculations needed in the optimizer for calculating the partitions), but I wouldn't think it would be much (as most of the cpu should be due to index btree/hash updating, etc)
