I too have had problems with quoted strings which contain words of less characters than ft_min_word_len. As I read the manual, a quoted string should be treated as a literal and therefore the string length should be that of the entire string, not the shortest word. This has been the case from 3.23 forward; we're currently working with 4.1.5-gamma.
