The followings worked for me (without changing the Region and Language to
English (United States)

1 run installer
2 click catalog button on bottom right
3 just follow the instruction there
3.1 a window will pop-up, showing message downloading bla bla
3.2 wail till an error window pop-up

4 exit installer
5 run installer again
6 this will trigger downloading window in (3)
6.1 wait till is completed
7 click button add
8 click the item you want to install
9 just follow the wizard from here
