If it helps some one, try to delete all folders (mysql folder) created by the installer in:

c:\programdata\mysql
c:\program files (x86)\mysql

and all registry keys, use find
one of them with date is located here:

HKEY_Current_User\Software\MySQL

change region to English(United States), reboot and try again.
