What's the result of the left-side of the index's cardinality? In other words, what does this return:
Select Count(*) from geo_feature where latitude BETWEEN .06494 and 0.7384
?
If that number ~ >= ( 235K * .35) then it will have a tough time using the index, as the left side of the index isn't helping the optimizer.
