try this

SELECT RS.SESSION_ID
FROM RC_ERROR RE,
RC_STAT RS
WHERE RS.SESSION_ID = RE.SESSION_ID
AND RE.CREATION_DATE_TIME > 'S'
AND RE.ERROR_DESC ||'S'= 'S'

other solution, replace
AND RE.ERROR_DESC ||'S'= 'S'
FOR
AND RE.ERROR_DESC IS NULL
