It is fine top have a table with 4 rows. And, tomorrow, when you need a 5th, adding a row will be easier than doing the ALTER on the ENUM.
TINYINT UNSIGNED might be the 'best' key to have for the 4 (later 5) packages.
I have even had uses for a 1-row, 1-column table. (But rarely.)
