What about this one:
mysql> select case when length( 'Tue sep 01 00:00:00 GMT 2009' )=28 THEN CONCAT( SUBSTRING( 'Tue sep 01 00:00:00 GMT 2009', 1, 20), RIGHT( 'Tue sep 01 00:00:00 GMT 2009', 4 ) ) ELSE 'Tue sep 01 00:00:00 2009' END as date;
+--------------------------+
| date |
+--------------------------+
| Tue sep 01 00:00:00 2009 |
+--------------------------+
1 row in set (0.00 sec)
This can be formed as stored procedure.
