configure is erroring on LUA but the lua rpm is installed:

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables LUA_CFLAGS
and LUA_LIBS to avoid the need to call pkg-config.

and lua is above version 5.1:
