Is there lua-devel package ?
$ rpm -ql lua
Does it contain lua.h and liblua.so, and no lua.pc ? In that case use the INSTALL instructions that are also used on MacOSX and pass LUA_LIBS and LUA_CFLAGS.
$ LUA_CFLAGS="-I/path/to/lua.h" LUA_LIBS="-L/path/to/liblua.so -llua" ./configure ...
