What does your lack of privileges to add system wide DSN have to do with Oracle? The only thing that WB does is calling the program (odbcad32.exe) for you. You can type ODBC in the Windows search box and right click on the ODBC Administrator and open it as Admin.
And user wide DSNs should work as well, so you are not tied to system wide DSNs.
I still don't fully understand what your issue is. Can you clarify it a little bit?
