fastest recovery

I used mysqldump for making backup, now I can see that recovering the database takes a lot of time.

Can I backup database doing:
1) shutdown database,
2) backup whole database directory
3) start database

and restoring backup:
1) shutdown database
2) restore directory
3) start database?

is it possible? will it work?
