Recovering Database Without MySQLDump

I have a database that I need to recover from a sick server. I can't get mySQL to run on this server anymore, so I can't to a mysqldump. All I have is access to the file system. Is there any way to restore a database using the raw .frm data files? How about a way to convert the files back to SQL statements? Any other suggestions other than getting mySQL to run again?
